Capitol City serves as the Outreach and Compliance Specialist General Contractors on the construction of new Federal and local roads and bridges.

11th Street Bridge
Federal Projects—Capitol City manages the compliance for General Contractors on the design and construction of Federal bridges in the District of Columbia; includes the monitoring the recruitment and utilization of Federal Disadvantaged Business Enterprise (DBE) Program regarding of awarding the designated percentage on the design and construction dollars to Federally-certified DBEs; conducts Commercially Useful Functions (CUFs), monitors Affirmative Action requirements; adherence to Davis-Bacon Wage Rates or Project Labor Agreement regarding subcontractor referrals, payment of labor wages and benefits; monitors apprenticeship, OJT training, subcontractor mentorship and workshops; tracks and analyzes the Federal Highway Administration’s SEP-14 Local Labor Hiring Preference Program to monitor the success of utilizing the local labor pool and workforce development; and prepares and submits comprehensive monthly and quarterly or special compliance reports.
District Projects — Capitol City manages the compliance for General Contractors on the design and construction of District of Columbia bridges or roadways in the District of Columbia; includes managing the recruitment and monitoring the utilization of District of Columbia-certified Certified Business Enterprises (CBEs); compliance of the utilization of District First Source Employment Program, the Apprenticeship Program and Workforce Incentive Program requirements; reviews and monitors certified payrolls to ensure payment of fair labor wage rates in accordance to Davis-Bacon Wage Decision and/or Project Labor Agreement rates between the General Contractor and Government of the District of Columbia; coordinates interaction with District agencies and elected officials; and prepares and submits comprehensive compliance monthly, quarterly and special reports and documentation on the project in accordance to District requirements. The District requires a minimum of 35% CBE participation on District funded projects.
